Hans Teerlink (MSc Architecture/ Planning, TU Delft) is an architect and urban planner starting his professional career as a development planner and training and institutional development expert in 1975. A major part of this experience has been built on overseas assignments in a variety of countries. In Kenya (1975-1981) he worked as a lecturer on low cost housing with the Kiambu Institute for Science and Technology and thereafter with a Nairobi-based NGO focusing on all aspects of slum upgrading. In Indonesia and Nigeria (1982-1985) Mr. Teerlink undertook advisory services on regional planning, integrated urban improvement and resettlement programmes. Since 1986 he has been a senior staff with IHS working in training and advisory works in Rotterdam and abroad. From 1987 to 1991 he was based in Jakarta, Indonesia, working as a senior training advisor to the Integrated Urban Infrastructure Development Program. Since January 1991, he has been involved in curriculum development and training material production for an environmental project under the Ganga Action Plan in Kanpur-Mirzapur, India. From 1993 he worked as short- term training specialist for the Indian Human Settlements Program, an institutional development programme undertaken by IHS in association with the Housing and Urban Development Corporation-HUDCO. Since 1994 Mr. Teerlink has been the Coordinator of Rotterdam-based short courses and was a member of the Academic Committee of the Institute from 1994 till 2004. During the period 1997-2003 Mr. Teerlink undertook short-term assignments in Egypt under the framework of the Training and Research in Housing and Urban Development Project, a project implemented by IHS in cooperation with the Ministry of Housing of Egypt. From 1998 till 2001 he was the project leader of a three years capacity building program for secondary cities in Bangladesh, under the framework of the SINPA project-Support for the Implementation of the National Plan of Action. During 2004-2005 he was the project leader of an operational Capacity Building project for a decentralized Government in Romania. Since 2005 he is involved in bi-lateral University cooperation programs in Tanzania and Uganda to improve the bachelors and master courses in Public Administration, Governance and Urban Management; and in a EU funded project in Vietnam to improve the mid-career training and the bachelor and master courses in Urban Management and Planning .
Since 1995 Mr. Teerlink specialized in the area of Capacity Building, Human Resource and Institutional Development, Training needs and impact assessment, curriculum development and Training of Trainers in the context of urban management and strengthening local governments. He designs and coordinates workshops and conducts training in this area at IHS courses in Rotterdam and abroad.
Mr. Teerlink has undertaken a variety of long and short- term assignments building a wide experience in technical co-operation projects and capacity building in Bangladesh, Belarus, Egypt, Eritrea, India, Indonesia, Israel, Kenya, Lithuania, Nigeria, Poland, Romania, Serbia, Sri Lanka, South Africa, Tanzania, Uganda and Vietnam.
