Anirban Pal (PhD in Design and Planning, University of Colorado, USA) is an urban planner by profession specializing in urban governance, metropolitan decision-making processes, and utilization of research in public policy and planning.
He has conducted research in India, China, Kenya, the United States, and the Netherlands on a number of different issues ranging from urban land tenure, housing, democratic decentralization, environmental justice and local government institutions. He has worked as a consultant for UH-Habitat to assist them in the preparation of toolkit for the Global Urban Indicators Programme.
Before joining IHS he was working as a postdoctoral researcher at the OTB Research Institute for Housing and Urban Renewal at Delft University of Technology. Anirban's doctoral dissertation was an evaluation of the policy of democratic decentralization through a case study of Kolkata's metropolitan planning institutions. In this research, his focus was on the relationship between planning bureaucracy and the political class, the rhetoric and the reality of the bottom-up planning approach, relations between different levels of government, and the relationship between the state and the civil society. Anirban is currently engaged in a cross-country comparative research on urban social movements and their impact on housing and urban poverty alleviation. He remains deeply committed to bridging the gap between research and practice in public policy.
