Jeanette Calder has a Bachelor’s Degree in Architecture from the University of Technology, Jamaica (1997) and a Masters in Urban Management and Development from the Institute of Housing and Urban Development Studies at Erasmus University, Rotterdam (2009). Jeanette completed her studies with distinction in the specialization of Urban and Regional Development with a focus on the provision of infrastructure via public private partnerships.
Professional experiences have taken her from architectural practice to five years at the Ministry of Housing, Jamaica as the Director of the Technical Services Unit. There she had oversight responsibilities for the country’s Joint Venture Housing programme between the Government of Jamaica and private housing developers. This demanded a multidisciplinary understanding of issues covering land development, housing finance, contract administration as well as navigating the socio-political governance challenges associated with Government sponsored development projects.
That sojourn in PPPs on the public sector side led her to seek a more informed understanding of private sector needs and thinking by spending a year as the Operations Manager for a 914 housing project. This well-rounded grasp of the disconnect between and challenges facing both sectors, compliments the work she now does at HIS, where she provides training and advisory services on various PPP related projects. Her most recent, involved co-ordinating and facilitating capacity building of 19 participants in a Pro Poor PPP Course in Bangalore, India.
