IHS - Cordaid


An Alliance to Make Cities Work for the Poor as Well

In 2002 IHS and Cordaid established an alliance that strengthens both organisations‰ institutional mission. Both organisations aim at the establishment of synergies between bottom-up participatory approaches and traditionally top-down policy directions, promoting policy dialogues between actors and stakeholders and encouraging improvements in the quality of the participatory processes and effectiveness of public policies and public investments. This is achieved through various ways.


Process mapping and institutional and stakeholders‰ analysis made in cities like Tirana (Albania), Nairobi (Kenya), Recife (Brazil), Lima (Peru), Awassa (Ethiopia), Youde (Cameroon) and Davao (Philippines) helps to unveil practical and empirical evidences of the successes and failures of particular policies and approaches. The findings and results of the situation auditing in these cities are powerful devices in bringing forward the necessity for change but it is not enough to put it into practice. Raising awareness of policy makers and civil society organisations (and the poor residents and their grassroots organisations) about positive experiences and results achieved by pro-poor policies and measures across the world may help to trigger changes. The dissemination of lessons learned and processes from different cities through smart publications, local and regional partner consultations and tailor-made courses are some of additional activities falling under the alliance and that will help to develop skills and instruments of those directly involved with local development processes.
