Seminar: Urban Agenda for Climate Change

World over urban agenda for climate change is emerging as a major concern and priority. As a result of deliberations at Prime Ministers’ Council for Climate Change (PMCCC), 8 missions had been constituted, one of which is National Mission for Sustainable Habitat for which the Ministry of Urban Development, Government of India has prepared an Action Plan. The issue is whether this would be able to turnaround urban India into low carbon and climate adaptable settlements. Is there a hope to change the depressing picture of urban poverty , slums, persistence shortage of water and power, rivers turning into drains, insanitation, pollution, traffic congestion and diseases?
In this background, it is proposed to deliberate upon the subject of Urban Agenda for Climate Change and to flag key issues for wider dissemination and participation. The seminar will cover a three pronged strategy (i) Present state of affairs (ii) Preparedness, Plans and Strategies (iii) Local Actions. Starting with the present scenario and recommendations of the National Mission for Sustainable Habitat, the discussion will proceed to various alternatives, options and strategies for urban sector with respect to climate change and related issues of carbon emissions and energy efficiency. It will discuss the broad action areas including regulatory framework, institutional preparedness and potential roles of public private sector, Municipal Governments and NGOs to stimulate local actions.
Panel comprises of experts in the field who have been requested to focus upon specific issue for a structured discussion.
