Selection criteria
- Affinity with and/or work related to development, management and financial aspects of large infrastructure projects, service delivery or regeneration projects and municipal financial management.
- Responsible directly or indirectly for capital management at different level of governments, private sectors, NGOs, and university academics.
- Submission of an abstract of a paper, which describes, in the context of municipal financial management, the key issues faced in executing capital investment programme, and the strategies to deal with these. Also the abstract may focus on a case of the capital project from your city and discuss the lessons learned from managing capital investment for this project.

Candidates that have an interest in participating in this course are required to submit the following documents:
1. Application form,
2. Max 1 page abstract of paper on capital investment programmes or the management of capital projects
The refresher course, in short, intends to:
1. help cities in CEE design more effective and creative capital investment programmes,
2. access alternative sources of finance,
3. improve local capacities and hence improve their capacity to provide services,
4. carry out their development functions, and
5. make their cities more competitive.
Participants should have:

Be nationals from Albania and other CEE countries including Armenia, Belarus, Bulgaria, Bosnia-Hercegovina, Croatia, Czech Republic, Estonia, Hungary, Georgia, Kazakhstan, Kosovo, Kyrgyzstan, Latvia, Lithuania, Macedonia, Moldova, Poland, Romania, Serbia and Montenegro, Slovakia, Slovenia and Ukraine.
7. Completed an NFP course at IHS or another Dutch Institute before December 2006.
