Objectives of the module

  • To provide practical understanding of the core elements of international access to capital markets for the public services and help you apply this knowledge in your day-to-day working environment;
  • Explores core concepts of equity and debt and their associated Benefits public and private markets plus legal, regulatory and documentary issues and practical aspects of debt management;
  • To offer an international focus that will meet the needs of finance professionals working in today's multinational public capital investment environment.

The module consists of three sections: 

Section I. Road Map of the CM Module I Concepts and Rationale
Section II Financing a Capital Plan
Section III Borrowing to Finance Capital Projects and Debt Management

The sections will be organized around a set of current issues in Local Government Investments and Access to Capital Markets. They will consist of a mix of literature study / review and online discussions. All participants are expected to be prepared to discus each unit’s issues(s) online.

Who is it for?
Mayor's advisors, finance department staff, Economic development department staff, infrastructure departments (water, roads, etc.) staff, bankers, urban consultants, and academics.

Admission Requirements
Admission to the course is restricted to those applicants who fulfill at least one of the following criteria:

  • Experience in the practice of urban management
  • Experience in teaching or research in the field of urban management
  • Prior knowledge of use of Microsoft Excel spreadsheets.
