Pro-poor PPP's for Urban Public Service Delivery in South Asia

Target audience: This course in particular targets those NFP alumni (and their colleagues) that are active managers of urban development or are those that can influence urban development in one or more cities in the South Asia region. They may hold key positions as civil servants, but also in the private and business sector as well as NGOs and CBOs or other civil society organizations. In addition, it will be of interest to academics in urban studies or public policy. The topic of the course has come out of discussions via e-mail with NFP alumni association in Nepal and IHS Alumni Association of India.

Objectives: Participants will have been updated and have learned about:


· Concepts and methods towards urban public service provisions;

· The different existing types of partnerships: private sector partnership, social privatisation, small and medium businesses, community-based schemes, public-private partnerships, and what this means for the local government, who will remain overall responsible for the access of citizens to services;

· Understanding how to consider the various issues and implications of partnerships, and how they can be different in various countries and cities;

· The importance of setting the right pre-conditions under which different types of partnerships can be established, including the policy, legal, financial and cultural framework;

· Extracting lessons learnt from previous partnership experiences and be able to use these lessons to develop criteria and do’s and don’ts to be able to select an appropriate partnership;
· Using skills and knowledge to develop an action plan and a business plan for their own city’s urban public service;

· Using skills and knowledge to develop pro-poor gender sensitive PPPs in urban service delivery;

· The experiences of other participants from the South Asian region and the strengthening of the alumni association and forum for exchanging future experiences in partnerships in urban service delivery.
