This is a series of tailor-made courses specifically designed for organisations and housing practitioners from Central and Eastern Europe.
The first course took place from 9 to 27 May 2005 and addressed the needs of the Lithuanian Ministry of Housing. The second course took place in 2006 for Belarus. The third and fourth course will be given from 4 till 22 June 2007 for Bulgaria and from 4 till 25 July 2007 for Ukraine.

Application
Organisations from CEE should address their needs to IHS and/or to VROM.

Selection Criteria

  • Courses will be planned and designed in response to articulated demand from CEE countries;
  • Recipient organisations from CEE should have a direct relation with the Housing Sector and in particular with the problem of housing stock management and maintenance;
  • In their applications, organisations from CEE should explicitly articulate their demand and specify the problems that the course needs to address, and explain in which way the course can be useful for the country;
  • Interested participants are first pre-selected by the applicant/recipient organisation from CEE
  • The group of pre-selected applicants are analysed by a course selection committee at IHS and a final selection is made.
  • A minimum of 10 and a maximum of 20 participants.

Pre-requisites

Practitioners from public, private and civil society organisations (homeowners associations, condominiums) are stimulated to apply for this course.
All interested participants in the tailor-made course should address the recipient organisation in their own country and complete an application form.

The participants must fulfil with the following requisites:

  1. Be involved directly or indirectly with housing sector policies and programmes in general and in housing stock management in particular;
  2. His/her job has a direct or indirect impact on policies towards housing stock management and maintenance of high-rise multi family residential buildings;
  3. He/she must have an educational background compatible with the level of the course;
  4. He/she must prepare a professional briefing & presentation in power point to be presented within the course programme;
  5. He/she must complete an application form as distributed by the recipient/counterpart organisation in his/her country and deliver it in due time.

  • To broaden the participants’ knowledge about housing policy and housing stock management;
  • To develop the participants’ skills in housing stock management;
  • To provide opportunities for participants to further enhance their skills and practical knowledge in maintenance of multi-family and multi-storey apartment buildings.
  • To provide opportunities for the participants to get acquainted with western European practices in housing maintenance and management, and in particular the Netherlands experience with housing stock management;
  • To develop the participants’ understanding about the role, potentials and limitations of homeowners associations, social housing associations and housing management companies within the process of maintenance and management of multi-storey and multi-family residential buildings.
