Summary
The course in Local Economic Resource Development (LERD) was organized for four subsequent years. Successing LERD, the course in Regional Economic Development Support (REDS) was organized twice during fall 2009 and fall 2010.
The LERD training is requested by BAPPENAS for (local) government staff, representatives of the private sector and university staff from three different regions in Indonesia. All three regions have an economic product with a certain potential for national and international markets. BAPPENAS indicates however, that the capacity in local government is insufficient to further promote the economic development of these regions, taking advantage of the potential of the identified products.
The training aims at a concrete final product: an achievable action plan for each region to overcome the most imminent institutional constraints for Local Economic Development (LED). Participants will therefore receive training on the concept of LED and its most essential components and on analytical tools to analyse the institutional environment for LED in their own region and in two regions in The Netherlands. Emphasis will be on the institutional setting, functions and skills for: marketing & export; knowledge, product & technology development; attracting direct investment and small enterprise development. For all these aspects the roles of government (national, provincial and local) and of the private sector (business community) will be analysed
The programme includes two follow-up visits to the regions to monitor the dissemination and implementation of the action plans and to identify the eventual need for further support.
Course objectives The long–term objective of the course is to contribute to the development of an institutional capacity for LED in the three regions from which local government officials will participate: Klaten, Sultra and Gorontalo. The course aims at clarifying what the minimum requirements in the institutional environment are in terms of possible roles of different stakeholders, functions, capacities and resources to initiate a focused LED strategy. Participants in the course are expected to act as initiators of a LED practice in their region. Therefore they need to have a clear vision on the constraints and potentials existing in the regions and on ways to overcome the constraints. They need to be able to mobilize stakeholders and other resources. The concrete action plan that will be the result of the course and the guidance participants receive during the follow-up visits in Indonesia, will be the main support tools for these initiatives.
