Demetrio Muñoz Gielen

Urban Land Market and Finance Specialist

Demetrio Muñoz Gielen is an expert on the interaction between governance approaches to land development and how public bodies can use land value capture instruments to finance public goals. For over 20 years he has worked on these topics in many different roles, as an independent consultant, public officer, university lecturer and scientist.

After obtaining a double master’s degree in social geography and history (1995) and urban planning (1996) in Spain, he worked in Madrid in the Spanish Ministry of Public Works, after which he further explored his interest in public-private partnerships in urban development at the University of Amsterdam in 1997 and 1998. Since 1998 he has worked as a consultant at DHV-Urban Development, where he provided advisory services on urban planning to Dutch municipalities, and later on he served as public officer at the Municipality of Amsterdam. Since 2002 he has been actively involved in the public and academic debates regarding the challenges of stagnant building rates and the insufficient financing of public infrastructure and facilities, both in the Netherlands and across the world. His interest in this topic led him to the Delft University of Technology (2004–2008) and the Radboud University of Nijmegen, where he obtained a PhD degree in 2010. He has taught at the Amsterdam School of Real Estate and the University of Amsterdam, and since 2010 he is teaching at the Nijmegen School of Management of the Radboud University. Since 2018 he holds a part-time position as researcher and lecturer at the IHS Institute of Housing and Urban Development Studies of the Erasmus University Rotterdam. In addition, he regularly attends international conferences. His work has been published in both international academic peer-reviewed journals and national professional reviews, and in daily newspapers (see www.researchgate.net).

He also provides consultancy services and regularly participates as an expert and keynote speaker in panel discussions and seminars, organized by the Dutch government and by international organizations (UN-HABITAT, Lincoln Institute). Since 2009, besides his academic positions, he holds a part-time position as senior public officer at the Municipality of Purmerend, in the Netherlands, in charge of improving the cooperation with private property developers towards the financing of public infrastructure and facilities.
