The Government of Kosovo’s priority agenda is affordable housing. They plan to develop 4,000 affordable housing units in the country. In order to assist the Government of Kosovo in realising its development plan, this preliminary research was conducted to assess the overall housing market and conduct a holistic supply and demand analysis of affordable housing options in Kosovo. Further, the project team analysed the feasibility of the implementation models of the Government of Kosovo, including environmental, social, and governance considerations.
