The SCORE Coastal City Living Lab (CCLL) Monitoring and Evaluation (M&E) framework was applied in ten European coastal cities as part of the SCORE project. Based on established Living Lab evaluation methods and participatory principles, it assesses both how activities are carried out (process) and what they achieve (outcome/impact). A key feature is stakeholder involvement, making the evaluation more inclusive and reflective.
The framework fills a gap in terms of lack of standardized evaluation methods, helping improve learning across projects and supporting scalability. With further refinement, it could be widely applied, enabling comparisons between projects and guiding participants—especially those new to Living Labs. A common M&E approach could also promote broader use of Living Labs, supporting climate action and urban innovation beyond EU-funded projects.
