Overview
The SCORE Coastal City Living Lab (CCLL) Monitoring and Evaluation (M&E) framework was applied across ten CCLLs within the SCORE project, which aims to enhance climate resilience in European coastal cities. Grounded in established M&E approaches for Living Labs (LLs) and incorporating participatory M&E principles, the framework evaluates both process (implementation) and effect (outcome/impact).
The process evaluation assesses how activities are managed and whether they are implemented as intended, while the outcome evaluation measures the results and impacts within each CCLL. Participatory M&E is a core feature, emphasizing stakeholder involvement in assessing progress and effectiveness, ensuring a more inclusive and reflective evaluation process.
By providing a structured assessment, the framework addresses the lack of a standardized evaluation approach, which currently limits cross-project learning and scalability. However, further refinement and adaptation can enhance its effectiveness for broader applications. A uniform evaluation framework would enable cross-project comparisons, offering deeper insights into the contexts where LLs are most impactful.
It would also serve as a guiding tool for participants, particularly those unfamiliar with LL concepts, by supporting them through the development, implementation, and evaluation phases. Beyond EU-funded initiatives, a standardized M&E approach could facilitate the wider adoption of LLs by providing a structured, replicable model, strengthening their role in advancing climate resilience and urban innovation.
