Baseline Assessment
This covers the initial readiness of the CCLLs across 10 themes, using key indicators to assess vision, structure, and capacity.
- Objectives:Vision, goals, and scope of the CCLL
- Resources: Financial, human, and material availability
- Organisation: Roles, responsibilities, and stakeholder identification
- Process: Understanding of Living Lab (LL) methodology
- Activities: Existing collaborations or innovations
- Participants: Stakeholder/user engagement
- Solutions: Past solutions, identified problems, and barriers
- Tools: Experience with participatory tools
- Communication: Communication frequency and strategy
- Knowledge sharing: Access to knowledge and networks
Interim assessment
This evaluates progress across key phases of the LL process (empathise, ideate, prototype, test).
- Organization: Vision and team planning
- Stakeholders: Stakeholder involvement and mapping
- Process: Satisfaction with content, results, and engagement
- Tools: Effectiveness of tools used (e.g., SWOT, Stakeholder Mapping)
Endline assessment
Based on ENoLL’s Harmonized LL Framework, assessing long-term performance and sustainability across 6 major themes and 15 criteria:
- Stability & Harmonization: Financial sustainability, procedural standardization, scaling potential
- Impact & value: Co-created value, societal/economic/technological impacts
- Users & reality: User engagement, iterative testing in real-life contexts
- Openness: Innovation ethics, partnerships, transparency, intellectual property
- Operations: Human resources, project implementation, infrastructure
- Strategy: Governance, business model, collaboration culture
