Lessons learned from SCORE

The baseline assessment of the CCLLs highlighted strong foundations in terms of clearly defined objectives, available resources, and sound organizational structures. Communication practices were also generally effective. However, weaknesses were identified in stakeholder engagement and in the depth of knowledge related to co-design and evaluation methodologies.

Interim assessments indicated significant improvements, particularly in team coordination and stakeholder involvement during Phase 3 (Prototype and Pilot). However, engagement declined during Phase 4 (Test and Evaluate), especially among key external stakeholders, signaling a need for more sustained outreach and participation strategies.

To achieve long-term impact, CCLLs must:

  • Strengthen leadership roles and clarity of responsibilities
  • Broaden and deepen stakeholder engagement
  • Diversify funding sources
  • Enhance governance structures and knowledge-sharing systems

These improvements are essential to embed CCLL outcomes into durable urban climate resilience strategies.
