Dr Pennink (BA, University of Pennsylvania, Philadelphia, PA; BFA, Parsons School of Design, NYC; MA Urban Management, Erasmus University Rotterdam; PhD, Erasmus University Rotterdam) is the former head of International Projects and Advisory Services at the Institute for Housing and Urban Development Studies.

She worked for the first ten years of her career as an architect and planner and as a project manager in urban and social housing development. She joined IHS in 1994. At IHS, she leads the acquisition and management of the institute's project portfolio.

Dr Pennink is a Lead Specialist in Governance, PPPs and Capacity Building and has provided institutional support to training service providers throughout Africa, Asia and Central and Eastern Europe.

Thematically, Dr Pennink trains and provides advice on public - public-private partnerships in infrastructure provision and the privatization of municipal services and, as well as quality and performance in local government, institutional development and organizational change. She has extensive experience working with public, private partnerships, from 1982 – 93, in the field, in large, multi-actor urban projects, and through training and advisory work in the developing world and Central and Eastern Europe.

Dr Pennink's dissertation looked at aspects of risk and trust in public, private partnerships.

She has managed teams working on city-wide development strategies and planning processes that incorporated community-based and participatory approaches. With a team at IHS, she recently authored the City Development Strategies 2.0 toolkit, financed by Cities Alliance. This toolkit is also available in web-based form and facilitates local governments in developing and implementing CDS processes.

In her initial 7 years at IHS, she held the Coordinator of Academic Programming position at the Urban Management Centre. As Head of Projects, she managed and promoted integrated community-based projects in Addis Ababa, Ethiopia and East London, South Africa. She subsequently worked in 1996 on secondment to the Netherlands Habitat Forum.
